Governance
When created in FY 1984-1985, the FCLA was established as a “Type 1 Center” at the University of Florida by the Board of Regents, the State University System governing body at that time. By definition, “Type 1 Centers” were assigned to one university for administrative purposes, but served more than one university under the guidance of an advisory board. In 2007, the FCLA’s designation was changed from a “Type 1 Center” to a “critical state university infrastructure organization” by the Board of Governors (BOG), the current governing body of the State University System. In September 2009, the Board of Governors declared FCLA to be an Academic Infrastructure Support Organization (AIS0) in accordance with BOG regulation 10.014. FCLA’s budget requests are submitted by the UF Provost through the CAVP to the Board of Governors, but FCLA continues to report to the UF Provost for all other matters.

The FCLA’s current governance structure is shown in Exhibit 2.

UF Provost
The FCLA organizationally reports to the Provost and Vice-President for Academic Affairs at the University of Florida, who in turn reports to the President of the University of Florida. Because it is hosted at the University of Florida, the FCLA benefits by having many of its administrative duties (contracting, fiscal management, and human resources) handled by the university’s administrative offices. Through the UF Provost, FCLA reports to the Council of Academic Vice-Presidents (CAVP), a system-wide entity that provides budgetary review.
FCLA Advisory Board
The FCLA Advisory board consists of the eleven university library directors, a representative of the Board of Governors, the State Librarian (Department of State), and the Director of the College Center for Library Automation (serving the state college system).
Council of State University Librarians
While not directly in the FCLA governance path, the Council of State University Librarians, which consists of the eleven university library directors, provides guidance on specific project priorities. Its suite of committees, subcommittees, taskforces and working groups help FCLA on day-to-day operational activities.
